Kentucky county may ban live creatures as carnival prizes

Monday, January 9th, 2012

One Kentucky county is trying to keep fish and other critters from being given away as carnival prizes.

The Daviess County Fiscal Court in western Kentucky is weighing an ordinance that would prohibit using goldfish and other live animals as prizes in any game of chance.

Many animals, such as bunnies, chicks and goldfish, often end up in animal shelters after children win them at carnivals without their parents’ approval.

Rome banned the use of goldfish and other animals as carnival prizes in 2005, and in the United Kingdom the government proposed banning the practice as part of its Animal Welfare Bill, though it has since been amended to only prevent goldfish as prizes to unaccompanied minors.

In northern Kentucky, a teenager wants a judge to suppress his murder confession, claiming he didn’t know what the word “attorney” meant.

Stacey Spencer, now 18, was 17 when 22-year-old Clayton Meyer of Convington was shot and killed.  He faces life in prison if convicted of the murdrer.

Spencer testified in Kenton Circuit Court on Thursday that he didn’t understand he had a legal right to remain silent and ask for an attorney.

Spencer’s public defender, John Delaney, argued his client should have had time alone with his mother to discuss his legal rights.
